Boat does not move more water than its weight - the amount of water displaced is equal to the weight of the boat. Salt water is heavier per cubic meter of pure water or fresh water, if a lesser amount of sea water could be moved by the boat the same weight. If the solution density was very high, as with mercury, the boat seems to sit on the liquid.
